The evolution of the global order of digital governance and its influence on China

In the digital age, digital technology and digital resources have become the key factors affecting the comparative comprehensive strength and the situation of strategic games between big powers, and global digital governance has become an important part of global governance. The continuous rise of China is bound to have a profound impact on the evolution of the global order of digital governance. The key question is: what is the evolution of the global order of digital governance like, and how does it influence China? Existing studies have not been able to answer this question well. On the basis of clarifying the core elements of the global order of digital governance, this study analyzes in detail the influence of different factors, from the system level to the unit level, on the global governance strategies of rising countries and conservative countries, constructing a framework for analysis of influence types, which is composed of the two pairs of ideas of “power structure -institutional structure” and “competitiveness-cooperativeness.”
