Fang Jun, deputy secretary general of CASS and editor-in-chief of Social Sciences in China Press, introduced the selection process for these articles. He said that under CASS leadership’s guidance, “we successfully selected top articles published in Social Sciences in China in 2020 for the first time in 2021. On the basis of summarizing last year’s work experience, this year saw a revised and improved selection method.”
In the primary selection stage, in addition to readers’ real-name voting, “peer expert voting” and “editorial recommendations” were added. The weights of readers’ real-name voting, peer expert voting, and editorial recommendations are 40%, 40%, and 20%, respectively. Articles that passed the primary selection entered the final selection stage, which was carried out by an expert review committee. The rules for final selection remained unchanged. “Such revision has provided an institutional guarantee for a more scientific, fair, and impartial selection,” Fang said.
The selection process officially began at the end of December 2021. The nine articles were selected out of a total of 121 articles published in the journal in 2021, covering ten disciplines which included Marxist theory, philosophy, economics, law, sociology, political science (public administration), international relations, literature, journalism and communication, and historiography. This selection aims to encourage seminal works and promote theoretical and academic innovation.

On the Land Order and System During the Northern Dynasties and the Sui and Tang

It proposes that the Northern Wei Dynasty (386–534) and Northern Qi Dynasty (550–577) adopted a dual-track system when implementing the Land Edict according to their national differences. It argues that regardless of how the land laws and management systems changed between the Han (206 BCE–220) and Tang dynasties, the land system was always dominated by private ownership. With solid historical data analysis and profound originality, the article convincingly confirms the scientific nature of Marxist theory of social formation and its compatibility with Chinese history.
