Over the past century, people-centeredness, and the coordination of the people’s long-term benefits and immediate interests, has always been the main thread of the Communist Party’s fiscal thinking and practice. This idea was implemented in the construction of the revolutionary base areas, and facilitated the construction of an independent and complete industrial system and national economic system after the establishment of the People’s Republic of China. Since reform and opening up, China’s economy has developed rapidly and steadily, absolute poverty in rural areas has been completely eradicated, and a moderately prosperous society has been established as planned. In this process, the socialist fiscal system has played an important role. In the new era, to further construct a people-centered fiscal system, we must methodically increase the supply of socialist public products and realize the equitable access to basic public services.
