The Role of Community Management in Poverty Reduction and Green Development: The Case of GBA Agriculture, Forestry and Husbandry Combined Business Project in the Inner Mongolia

Poverty and ecological degeneration are twins. Because of externality and free-riders, both market and government may be ineffective in solving the problems of poverty and climate change. To ease the contradiction, the “third-party” governance centered on community as key role is indispensible. The community management relies on reciprocation, trust and social sanctions, and has peculiar advantages in finding public goods. The author introduces the GBA (Green Belt Asia) agriculture, forestry and husbandry combined business project supported by petty loans in the Horqin region in the Inner Mongolia and believes that the wide spread of such projects would be beneficial to realization of the double emissions of poverty reduction and ecological reparation in the areas under desertification.
