“Mass Innovation” Reform in the Construction of the Intelligent Society—A Jurisprudential Analysis of the Legalization of Online Ride-Hailing

While demonstrating the achievements of the sharing economy and intelligent society, new forms of intelligent online businesses, including ride-hailing and short-term hiring platforms, have launched an unprecedented model of mass-sourced institutional change and innovation. These include the grafting of legal reforms, paths to the production of rules for trials of mass innovation, strategies for claiming technological legitimacy, and a two-way construction program structure. In accordance with the strategic requirements of the new era, this requires the establishment of the governance concept of “collaboration, participation, and common interests,” embracing the basic principle of inclusiveness and adopting a strategy of institutional reform involving synchronized sharing and incremental empowerment. At the same time, it is also necessary for the government to adopt the standpoint of the public interest and effectively regulate various new “internet plus” business forms and the new model of the intelligent economy in such a way as to suppress capital monopolies and restrict private preference, encourage diverse equilibria, guarantee the rights and interests of the people’s livelihood, and maintain social justice.
