Building community of shared future for mankind under rule of law

On Oct. 30, the Forum on Building a Community of Shared Future for Mankind and International Rule of Law was held in Beijing on the 10th anniversary of the Institute of International Law under the Chinese Academy of Social Sciences (CASS). More than 120 experts and scholars from international organizations including the United Nations (UN) and the World Trade Organization (WTO) and from 20 countries and regions including the United States and the United Kingdom attended the forum.
 
Gao Peiyong, vice president and a Member of CASS, said that the concept of a community of shared future for mankind proposed by Chinese president Xi Jinping has reached an international consensus after being repeatedly included in relevant UN resolutions. In March 2018, the concept was written into the preface of the Constitution of the People’s Republic of China. At present, we should build the legal mechanisms of the Belt and Road (B&R) initiative to help provide a clearer China approach centered on the concept and to promote global governance.
 
Xu Anbiao, deputy director of the Legislative Affairs Commission of the Standing Committee of the National People’s Congress, said that China has always been a builder of world peace, a contributor to global development and a defender of the international order since its founding 70 years ago. Building a community of shared future for mankind is a basic mission of socialism with Chinese characteristics and China’s diplomacy in the new era. It is China’s response to new challenges and the human situation, and it embodies the worldview of contemporary China.
 
Yang Wanming, grand justice of the second rank of the Supreme People’s Court (SPC) of China, said that the SPC has actively engaged in various forms of international exchanges in the judicial field, practiced the concept of the community of shared future for mankind, and safeguarded the common interests of people from different countries. Chinese courts are constantly striving to contribute China’s judicial wisdom to the building of this community, provide a Chinese judicial approach to the construction of the global governance system, and draw on the judicial experience of other states and their research findings in the field of international law.
 
Zhang Yuejiao, former chairman of the Appellate Body of the WTO, said that we should support a rule-based multilateral trading system. The rule-making could help solve the fragmentation of international law. In the future, China should pay more attention to localization, professionalization, modernization and internationalization in the study of international law, and make greater contributions to the training of talent in international law, international rule-making and the promotion of China’s international voice.
 
Huang Huikang, a member of the International Law Commission of the UN, said that the concept of the community of shared future for mankind provides a new direction for the further development of international law and reflects China’s international responsibility as a big country. The community of shared future is conducive to developing countries playing a greater role in the construction of a new international order, and it also provides new impetus for the development of global governance reform and international rule of law.
 
Huang Jin, vice president of the China Law Society and president of the Chinese Society of International Law, said that the concept of building the community of shared future for mankind is China’s contribution to the theory of international law and the international rule of law. To put this concept into practice, we should institutionalize and regulate it through the international rule of law.
 
Du Yaling, director of the Bureau of International Cooperation of the Ministry of Justice of China, said that the concept transcends the boundaries of race, culture, state and ideology, and outlines an ideal blueprint for the peace and development of mankind.
 
Chen Su, a Member of CASS and director of the Institute of Law under CASS, said that since its establishment, the Institute of International Law has made great contributions to research on the international law’s response to economic globalization, the rule of law after China’s accession into the WTO, the legal protection of national maritime rights and interests, the legal measures of the B&R initiative and the legal interpretation of the concept of the community of shared future for mankind.
