International and Domestic Rule of Law from the Perspective of Global Governance

As a fundamental means of global governance, the rule of law comprises two routes involving two levels of governance domain, the international and the domestic. The two forms of rule of law deal with governance issues at their respective levels. Each has its own distinctive concepts, orientation, and function. They are interdependent and link up effectively by means of the two core factors in rule of law, “good law” and “good governance.” There is a continuing process of interaction between them, and this interaction is the basic representation of the unity between the domestic and the international rule of law. The framework for the interaction of the domestic and the international rule of law comprises three basic points: state actors and the domestic rule of law, international society and the international rule of law, and rule of law interactive media. Their interaction has the characteristics of being two-way, circular, diverse, comprehensive and evolutionary. In the course of their interaction,
