The Contribution to Growth of China’s Regional Coordinated Development Strategy: A Discussion on the Regional Policy Path

Balancing macroeconomic growth and regional balanced development is an essential requirement of China’s regional coordinated development strategy in advancing Chinese modernization. From the perspective of total macroeconomic output, this paper constructs a counterfactual framework to evaluate the economic growth effects of China’s place-based and people-based regional policies. It explores future implementation effects and the optimal combination of the two types of policies under different market environments. Given that people-based policies cannot address market failures in the spatial dimension, the essence of the academic debate on the regional policy path lies in differing understandings of the relationship between the government and the market.
