How Is a New Version of Care Policy Possible—A Critical Review of Care Policies from the Perspective of Care Ethic

Despite the expansion of care policies over the past 20 years, this study aims to explore the causes of the growing crisis of care in various parts of society and propose measures to solve it. The purpose of this study is to emphasize that care policies can only create fundamental changes when approached from the perspective of “injustice” rather than “deficit or gap” in care. The Korean social care policy seems to have continued to be unjustified because it basically presupposes “private care,” the regulation of the existence of the caree as a “special dependent”, the regulation of the carer as a “(derived) dependent”, and the “otherization of care.” The results of the study presented injust results of policies that emerged by operating the basic premises of Korea’s care policy for the last 20 years, along with the related social problems. In conclusion, new frameworks and directions for care policy in Korea were presented.
