Social quality theory is among the newest perspectives in today’s research on social development. The theory and its measurement and policy dimensions provide analytical tools for distinguishing, through quantitative analysis, the factors encouraging and discouraging community innovation. According to the relevant data from our Shenzhen survey, among social quality factors, socioeconomic security is not statistically significant for community innovation; the social cohesion factors of social trust and social identity have a significant effect on community innovation; the social acceptance factor of social inclusion is statistically significant; and the current state of social empowerment has significant and negative effect. On this basis, a policy approach based on social quality theory can be put forward so as to realize community innovation.
