It is very helpful to learn the assessments of a policy and the developments in a society by incessantly monitoring social exclusion. The study of the present exclusions in Japanese society today is nearly in blank. What kinds of people are excluded? In which fields are there exclusions? How serious are the exclusions?... To make it a topic in the discussions on policies in Japan, it is an indispensable link to measure the present situation of exclusion. Based on the “Survey on the Present Situation of Social Life” -- a sub-project of the “Study of the Effects of the Japanese Social Security System on Social Inclusion,” a project funded by the Ministry of Health and Labour --  the author try to construct the indicators and measure the social exclusions in Japan.
