Liang Xiao’yue and Jar-Der Luo
According to the framework of self-organisation theory, the study describes the experiment of the sociologist team of Tsinghua University to foster self-organisation in the neighbourhoods of the Dashilar Sub-district in three sections: 1) a description of self-organisation theory; 2) empowerment of self-organisation in neighbourhood and the process of accompanying cultivation; 3) off-line to online. It focuses on the methods to foster self-organisation in the neighbourhoods, i.e., surveys on hotshots and resources for self-organisation in neighbourhood, accompanying empowerment in cultivation of community, fostering self-organisation in neighbourhood through micro-public ventures, organisation project and assessment of financial position, and so on. Governance of neighbourhood has been conducted off-line for long. With Internet and big data technology, we try to promote the model of on-line governance of neighbourhood in the Dashilar Sub-district. It saves both labour and cost, and enable us to assess the efficiency and effects of the social services offered by self-organisations, which greatly increase the efficacy of grassroot governance neighbourhoods.
