Industrial Chain Policies: New Trends in China’s Practice of Building a Modernized Industrial System

The modernized industrial system is a product of the industrial revolution. With technological advancements and shifts in leading industries, the industrial system is continually evolving, driven by the intensification  of technological,  intellectual, and human capital. Strengthening the resilience and security of the industrial chain is at the core of China’s new policy path for building a modernized industrial system. This approach helps coordinate the conflict between industrial policy and competition policy, generating complementary effects. Currently, the industrial chain policy system should be developed from four key aspects: “point, line, surface, and body.” These include breakthrough policies for industrial chain nodes, link connection policies, vertical and horizontal integration policies, and layout optimization policies, all aimed at promoting the construction of a modern industrial system. The implementation of these policies is crucial for enhancing the resilience and security of the industrial supply chain, fostering technological progress, and building a modernized industrial system characterized by integrity, advancement, and security.
