On the Concept of the System of Rule of Law

“The system of rule of law” is a “unifying” concept that describes the “systematic integration” of socialist rule of law practices with Chinese characteristics. The concept of “the system of rule of law” reflects the organic unity of political and legal character, systematic and normative character, national and universal character, practical and theoretical character, reality and idealism character, and the dominance of legal norms and the complementarity of other social norms. The concept  presents the systematic quality of China’s rule of law practice, and is the basic concept for the construction of China’s self-independent knowledge system of legal science, with powerful methodological significance.
