Observing and analyzing scientific, technological and industrial innovation in the digital era from the dimensions of data generation, transmission and acquisition, data interaction capability, data sharing capability, and the volume, depth and breadth of data can provide new perspectives for reviewing the evolution of innovation paradigms. In the innovation paradigm driven by data and data relationships, the interactive coupling of data insights and theoretical logic becomes a key source of innovation. The rule of scaling reinforces the principal position of large-scale platforms in the innovation chain. Open source and open innovation represent important organizational forms for enhancing data aggregation and interaction capabilities and optimizing the allocation of innovation resources. The importance of data and data relationships also raises new ethical issues. A deep understanding of these new innovation paradigms helps advancing innovation theory, building national innovation systems, and strengthening innovation-oriented policies.
