Theoretical Frontiers and Practical Trends in Public Data Circulation—A Discussion Based on the Characteristics and Attributes of Data Elements

As an important component of data resources, public data is characterized by authority, sensitivity and multiple sources. It is also a key domain for exploring theoretical research and practical innovation in data elements. However, compared to scenarios with active data circulation such as artificial intelligence and financial credit, public data circulation and application still commands massive development potential. As value realization mechanism of public data remains unclear, it is urgent to further explore its essential characteristics and distinct attributes. In terms of typical attribute, public data is a new type of public infrastructure in the digital age with the characteristics of ownership complexity and business accompaniment. The improvement of public data circulation efficiency is a upward spiral that balances key relationships such as security and development, fairness and efficiency, order and vitality. We can explore the construction of collaborative mechanisms within and between systems to activate circulation and application to release the precious value of public data and provide a frame of reference for improving the basic system of data elements and the system of data governance.
